Plenty of work for (fanuc control) CNC operators in Aberdeen, Scotland. It's all oil field work though, no bikes.

@Marlfox87, maybe Bic-Col had the foreground light off when he was exposing for the background, switched them on for however long he needed, then unleashed the rider.
I expect that is "2nd curtain flash". The flash fires just before the 2nd curtain closes and ends the exposure. You can then have a long exposure to capture the dark background, and a quick (1/20,000 sec) burst of flash to freeze the biker. Easier said than done though.
